UKCC Statement for Golf
Background
Following the Government’s Plan for Sport a Coaching Task Force was established to further develop the recommendations made in relation to coaching. In 2002 the Coaching Task Force recommended the development of the following schemes:
 
Ø      Regional talent-development coaches
Ø      Coachmatch (now Community Sports Coach Scheme)
Ø      A network of Coach Development Officers
Ø      Come into Coaching
Ø      A National Coaching Certificate
Ø      National Directors of Coach Education
 
22 sports were selected to develop the National Coaching Certificate (NCC) – this was later renamed the United Kingdom Coaching Certificate UKCC. The governing bodies of golf nominated The PGA to be the lead Development Agency and Kyle Phillpots to be lead officer.
 
The UK Coaching Certificate is an endorsement of sport specific coach education qualifications and associated support systems (human resources, learning resources etc.) that are aligned to an agreed framework. By creating a recognised standard for coach education the UKCC will make it easier to identify a quality coach in any sport at any level and contribute immeasurably to the professionalisation of coaching.
 
The UKCC will ensure that sports are delivering the best available, athlete centred coaching and in due course reap the rewards of sporting success, both in performance and recreational enjoyment of sport. 
 
The principles of the UKCC are:
 
Ø      Coach and participant centred
Ø      Based on National Standards
Ø      Vertical and horizontal progression
Ø      Quality assurance
Ø      Flexible
Ø      Centrally co-ordinated
Ø      Stakeholder ownership
Ø      Build on existing good practice
 
These were then developed into a five level framework from which each sport was required to develop its qualifications and learning programmes in order to be endorsed ‘UKCC’.
 
Developments
Ø      A National Source Group (NSG) was established early in the process and this group has the overall policy decision-making responsibility for Golf’s UKCC submission. This group is made up of representatives from the governing bodies in golf and is responsible for overseeing the UKCC for golf.

Ø      The PGA recruited appropriately qualified and experienced staff to manage and develop this project. This included writing qualifications, resources and learning programmes with support from sports coach UK.

Ø      The PGA investigated options for the awarding process (one of the endorsement criteria) and in conjunction with UK Athletics and CCPR developed a proposal for a new independent awarding body to be formed.

Ø      The PGA applied to sports coach UK for a licence to deliver the newly developed Tutor and Assessor training programmes as part of its commitment to update and up skill the human resources involved in the delivery of the new qualifications.
 
The Endorsement Process
There are four criteria to the endorsement process:

Progress to Date
Ø      Qualifications developed at Levels 1-3.

Ø      Learning programmes, resources and assessment tools developed at Levels 1 and 2.

Ø      Extensive pilots have been run at Levels 1 and 2 across the UK.

Ø      National Source Group (NSG) established with representatives from governing bodies of golf (including England, Scotland and Wales) has approved all developments and signed off Levels 1 and 2.

Ø      Levels 1 and 2 submitted for endorsement.

Ø      Awarding Body (Association of Sports Qualifications – ASQ) proposal submitted to QCA

Ø      60+ Tutors and Assessors trained.

Ø      6 Internal Verifiers trained.

Ø      Framework for Level 4 established.
 
The Future
Ø      Level 3 to be completed and submitted for endorsement by November 2006.

Ø      Level 4 to be completed and submitted for endorsement by June 2007 (subject to the opening of the UKCC Endorsement process for Level 4 and the European wide developments at Level 4).

Ø      Qualifications go ‘live’ as UKCC by January 2007 (subject to endorsement).

Ø      Training providers able to apply to ASQ to deliver Level 1 and Level 2 qualifications once QCA approve the ASQ status as an awarding body.

Ø      Existing coaches able to obtain UKCC endorsed qualifications. This will be done according to existing qualification and coaching experience. An APEL process (Accreditation of Prior Experience and Learning) will establish what individuals need to do in order to progress to the assessment. No qualifications can be awarded without assessment, however, it may be possible to bypass some or all of the learning programme.

Ø      Licensing for all coaches to be looked at in conjunction with work being done by scUK.
